GSO Conformity Certificate

 

Conformity Certificates

The organization authorized to issue the Gulf Conformity Certificates:

GCC Standardization Organization “GSO”

  

 1- Introduction

Pursuant to the decision of the third Board of the GCC Standardization Organization (GSO) held in the Kingdom of Saudi Arabia on Tuesday 23th Rabie Al Thani 1426H, corresponding May 31st, 2005 authorizing GSO General Secretariat to conduct procedures of endorsement of the GCC Conformity Certificates for new motor vehicles and tires; and to implement these procedures for clearance of new vehicles and tires imported to the GCC States. Thereupon, GSO started to verify and approve the conformity certificates of the motor vehicles and tires as of January 1st, 2005. An approved GCC Conformity Certificate shall be acceptable in all GCC States.

 

2. Procedures

The following procedures shall be required for approval of the Gulf certificates:

2.1

Vehicles:

Existing types of vehicles with previously approved GCC conformity certificates: for existing types with previously approved GCC conformity certificates, manufacturers should submit for new electronic GCC conformity certificates via the GSO website as per the form of certificate set forth in the Gulf Technical Regulation GSO 48 “Vehicles - Certificates of Conformity”.

New types of vehicles without previously held GCC conformity certificates: manufacturers should submit for electronic GCC conformity certificates via the GSO website as per the form of certificate set out in the Gulf Technical Regulation GSO 48 “Vehicles - Certificates of Conformity”.
In this stage, it is not required to provide any information or test results conducted by a third party; however, the GSO shall reserve the right to request the same when needed.


The results of tests carried out at the manufacturers testing facility can be accepted or to be carried out at an independent facility accepted by GSO.

 

Tires:

The manufacturers must apply for new electronic GCC conformity certificates via the GSO website as per the form of certificate set forth in the relevant Gulf Technical Regulations together with the required test reports. The GSO may request samples to carry out these tests in independent facilities approved by GSO.

2.2 The conformity certificates will be reviewed to ensure they meet the required standards and technical information in addition to registering and classifying the certificates and completing their financial procedures.

2.3 GSO will review the certificates and the test results. In case of rejection, the concerned manufacturer will be so notified and reasons for this will also be communicated to it.


2.4 After a certificate is being accepted, it will be stamped with the approved seal and an electronic encoded seal to prevent counterfeit. With respect to rejected certificates, the reasons for rejection will be communicated to the manufacturer.

 

Note:

The test results shall be prepared by the manufacturer on their company's letterhead paper using the appropriate format mentioned under item 5, and shall be uploaded to the GSO website along with the certificates.

If deemed necessary by GSO, a visit to the manufacturing plant may be requested and the production lines may be seen in order to evaluate their level of quality control. Moreover, the Company’s testing facilities may be inspected in addition to attending some tests for which prior coordination is made.

 

GSO shall reserve the right to request results of tests carried out in independent third party accredited laboratories.

 
3. Validity of the GCC Conformity Certificates

3.1 Vehicle Certificates: Their validity commences as of the date of issuance and expires in the end the calendar year of the year type (year make model) designated in the certificate.
3.2 Tire Certificates: Their validity commences as of the date of issuance and expires after one calendar year from that date.


4. Required Procedures

The electronic conformity certificates system, which is made available on the GSO website, provides the following formats of the documents, which the manufacturer is requested to provide:

- Manual of the electronic conformity certificates (attachment 1).

- GCC Conformity Certificate form for Motor Vehicles (in accordance with GSO 48).

- GCC Conformity Certificate form for Passenger Car Tyres (in accordance with GSO 51).

- GCC Conformity Certificate form for MPV, Bus, Truck and Trailer Tyres (in accordance with GSO 647).

- GCC Conformity Certificate form for Temporary use spare tyres (in accordance with GSO 1052).

  • Tyres Test Reports form.

  • Motor Vehicles Test Reports form (attachment 2).
