The original standard only addressed hazards due to cords and drawstrings in children's clothing arising from 'normal' behaviour of children. The new standard covers all behaviour of children, whether 'normal' or otherwise. This necessitates risk assessment considering potential situations of misuse and abuse of the clothing together with a wider range of potential scenarios of child behaviour. As such it is the view of HSTTS that this needs encompass how clothing may impact on the safety of a child at play, both indoor and outdoor, as well as under 'normal' everyday wear.
The scope also clearly excludes items such as neckties, footwear, bags, purses, belts (when sold seperately), braces, and religious clothing. However when these items are sold together with clothing then they fall within the scope of EN 14682. Further detail is given in Annex C (Rationale).
