· Understanding for the principles and best practice for quality infrastructure.
· Capacity building for the GCC specialist to be leader on understanding and develop the quality infrastructure
· Enhance the understanding and implementation for quality infrastructure in GCC level to met the international requirement.
· Increased understanding and ability to contribute to the needed organizational changes in the participating organizations and GCC countries

COURSE OUTLINES
1. WTO TBT Agreement, its principles, content and obligations. The principles for harmonization of technical regulations, notification procedures as well as conformity assessment procedures in accordance with present rules.
2. The GCC economic agreement and the principles for GCC single market, and its tools and roles.
3. An introduction to the new WTO agreement on Trade Facilitation and its relation to the TBT agreement.
4. Preparation, adoption, and application of technical regulatory activities and related conformity assessment procedures concerned with national, regional "GCC" and international trade, safety, health and environmental requirements in international / GCC level.
5. The relationship between technical regulations and standards as well as methods for reference to standards in regulations, or other ways of using standards to harmonize technical regulations.
6. Common elements in ISO/GSO technical regulation.
7. Standardization (on Both GCC and international levels)
8. Accreditation and its principles, objectives and organization, including international cooperation
9. GCC Certificate Tracking system, Certification, testing, and inspection. Conditions, organization and national, GCC and international cooperation.
10. Different forms of conformity assessment according to GSO rules and the principles for mutual recognition globally.
11. Primary metrology focusing on calibration and traceability.
