Transition period is the stage that extends from the point of approving the whole components of RCAS recommendations till the point at which the GCC Accreditation Center is fully matured and the principle requirements of the Conformity Assessment Scheme are completed. Transition period is expected to extend until 2010 in a well balanced manner. Transition period is highly influenced by the restrictions originating from the application of Single Entry Point principle across the GCC member states on 1-1-2008. While technical regulations are formulated for products categories, the following should be taken into consideration:
1) Agreeing upon unified legislative requirements and procedures in relation to customs and market surveying.
2) Pinpointing the technical standards that fulfill the legislative requirements of such stage herein.
3) Agreeing upon marks and/or notified certification systems of products to certify the product conformity during such a stage to be used as a substitute for the GCC Conformity Mark or along with it.
Electric appliances and toys are prioritized by the GCC Committee for Conformity Assessment. The committee relies on the notified bodies to carry out the Conformity Assessment procedures prescribed in the technical regulation wherever applicable\required.
Note: GSO is carrying out studies about the feasibility of bringing Product Certification system IECEE CB for electric and electronic appliances, on board to resolve so many problems pertaining to products amenable to legislation during the upcoming transitional interval as an alternative for notification.
